Baker is a Principal on the HBS 50 State team, where he helps clients navigate policy challenges across multiple states by coordinating advocacy efforts, managing regulatory compliance issues, and building relationships with government officials.

Most recently, Baker served as Lead Program & Public Relations Coordinator for the Attorney General Alliance, where he managed educational programs across the United States and Mexico for law enforcement professionals. He coordinated collaboration among state judicial, prosecutorial, and police agencies while contributing to U.S.-Mexico diplomatic efforts through Memorandums of Understanding signed in conjunction with the U.S. Department of State – experience that mirrors the 50 State team’s work building coalitions across diverse government entities and stakeholders.

Prior to his work with the Attorney General Alliance, Baker served as an Export Administrator at BAE Space & Mission Systems, where he managed compliance with federal export regulations. Earlier at C.H. Robinson, he oversaw logistics operations across the country while ensuring compliance with federal trade requirements. He also built and led a team that improved operational efficiency and increased revenue. He began his career as a journalist covering local government, energy, commerce, and education -experience that strengthened his ability to research complex policy issues and communicate with diverse audiences.

Baker earned his Bachelor of Arts in Mass Communication with a focus in Public Relations Data Analytics and a minor in Economics from Louisiana State University’s Manship School of Mass Communication. He also studied at Universidad Carlos III de Madrid.
