Texas Lobbyist Honored by USLege’s 2025 Best in Government Affairs Awards
Molly Spratt, Principal in the HBS Texas office in Austin, has been recognized as a top lobbyist in Texas. Molly was recently named Female Powerhouse of the Year by USLege’s 2025 Best in Government Affairs Awards.
The peer-nominated recognition honors the top twelve Texas leaders whose influence and results have shaped what leadership looks like at the Capitol – professionals known for running strategy, building coalitions, and mentoring the next generation.
As Principal at HBS, Molly has established herself as a trusted voice in Texas government affairs, recognized for her policy expertise, process knowledge, and ability to build consensus on complex issues.
“Molly leads the CS4TX coalition with exceptional execution and strategic leadership,” one nominator noted. “She keeps our coalition focused and effective, leverages her strong relationships in the Capitol, and ensures our work is impactful and well-organized.”

Before joining HBS, Molly spent a decade working inside the Texas Legislature, serving as Chief of Staff to Senator Joan Huffman and advising on policy, budget, and communications strategies. Her background provides clients with insight into both chambers and the legislative process.
