HB Strategies announced today that Melissa Sinclair has joined the firm as an Associate in its Maryland office. Melissa first joined HB Strategies in January 2025 as a legislative Intern working alongside colleagues Sarah Peters and Lisa Smith providing legislative and regulatory analysis and research.
Melissa now adds her most recent accomplishment, her J.D. from the University of Baltimore School of Law, to her diverse and impressive resume. Melissa has experience in legal research, regulatory analysis, and legislative processes that will continue to be an incredible asset to the team. She served as a Judicial Intern with the U.S. Equal Employment Opportunity Commission and the Howard County Circuit Court and a Legal Intern with the Office of Hearings, Centers for Medicare and Medicaid Services where she drafted hearing decisions disseminated by the Providers Reimbursement Review Board (“PRRB”); conducted research and produced legal memoranda to guide the Board in dismissing or reinstating cases regarding Medicaid reimbursement.

Melissa also earned a master’s in international affairs from Florida State University and graduated cum laude with a bachelor’s in political science from John Jay College of Criminal Justice.
