Jay is a senior government relations executive with over 20 years of expertise in legislative and political strategy, stakeholder engagement, and building strategic relationships across the federal government and business community. Clients benefit from Jay’s proven expertise in external affairs and lobbying, built on experience with a U.S. House Republican Leader’s office, a Fortune 20 company, and leading trade associations.
Jay is known for delivering results in complex policy environments, leading high-impact campaigns, and building effective coalitions. He brings strong fundraising acumen and sharp political insight to advancing priorities and shaping policy at the highest levels.
Prior to joining HB Strategies, Jay was a Partner at Prism Group Public Affairs, where he advised clients across healthcare, the sports industry, and data centers development. At Prism, he led multifaceted advocacy strategies, helping clients navigate complex federal policy environments while advancing business and policy objectives.
Previously, Jay served as Vice President at America’s Health Insurance Plans (AHIP), guiding the organization through the “repeal and replace” debate of 2017 while advocating on Medicare Advantage, employer-sponsored insurance, and delaying the health insurance tax. Before AHIP, he led the federal advocacy team at the International Franchise Association (IFA), directing efforts on workforce policy, tax reform, ACA implementation, and immigration reform. His leadership earned recognition as a top lobbyist by Association Trends. Earlier in his career, Jay represented IBM on international trade, patent reform, and labor and pension issues.
