With a proven track record in government affairs spanning municipal, state, and federal arenas, Thomas Harris brings extensive experience to the HB Strategies Wisconsin team.
Thomas has helped empower Fortune 500 companies, significant nonprofits, and public entities to realize their advocacy and policy goals – whether navigating the complexities of healthcare reform, fostering economic growth, advancing technology, supporting manufacturing innovation, or shaping public budgets.

Before joining HB Strategies, Thomas served as Principal of Harris & Harrington Holdings, orchestrating successful governmental relations, lobbying campaigns, and business consulting initiatives. Earlier, his leadership was instrumental in the growth of Cardinal Capital Management, where he served as the company’s Vice President of Development. At Cardinal Capital Management, Thomas played a key role in advancing governmental affairs and business development efforts for prominent real estate projects across the nation.

Thomas’ commitment to public service was the cornerstone of his leadership in roles as Chief of Staff in the Wisconsin State Senate and as Director of Community Relations for Milwaukee County. Thomas championed the needs of the community by forging powerful coalitions and spearheading innovative policy initiatives that united people from all walks of life as he served in those positions. He consistently prioritized the public good, ensuring that diverse voices shaped meaningful solutions.

Thomas earned both his bachelor’s and master’s degrees from the University of Wisconsin–Milwaukee, His notable accomplishments were celebrated with a 2019 Milwaukee Business Journal “40 Under 40” award, highlighting his impact as a rising leader. Beyond his professional pursuits, Thomas demonstrates an unwavering commitment to community advancement through his board service with the Excellerate Foundation in Arkansas and the Boys & Girls Clubs of Milwaukee and Bentonville, AR.
