Cooper’s work in government affairs is grounded in firsthand experience on the Hill, where he began his public service as Press Assistant and Scheduler to U.S. Representative Brian Higgins (D-NY). Before joining HBS, Cooper served as Director of Government Affairs for the Railway Engineering-Maintenance Suppliers Association (REMSA). In that role, he led the association’s federal advocacy strategy on behalf of more than 300 member companies in the railroad maintenance-of-way industry, promoting key initiatives and executing high-impact engagement with stakeholders and policymakers on Capitol Hill.

He earned a bachelor’s in International Trade from the State University of New York at Buffalo.
