Client

Transportation Network Company (TNC)

Objective

Pass a new Kansas law that would create statewide insurance, safety, and oversight standards for transportation network companies.

Strategy

The client’s idea of flooding the legislative email system with thousands of emails from app users, had unfortunately caused the email system to crash during session, creating frustration amongst legislators. This action provoked both the Kansas House and Senate to overwhelmingly pass anti-legislation. After engineering a Governor’s veto of the onerous legislation, HBS team member Matt Hickam worked diligently to repair the client’s relationship with key legislators and created a strategy with Governor Brownback’s legislative team.

Result

The legislature passed the client’s preferred comprehensive TNC legislation and was signed into law by Governor Sam Brownback. Services are now legally available throughout Kansas.

Medicaid Healthcare Company

Objective

Protecting the company from overregulation by Kansas Executive Branch and securing new opportunities.

Strategy

Our healthcare client is one of the three managed care companies that runs Medicaid in Kansas and was faced with the introduction of contentious policies that would negatively impact patient outcomes and care. Our team worked with the client to provide strategic guidance and to educate legislative and executive branch members on the detrimental outcome if passed.

Result

Prevented negative legislation from being passed and assisted the company with winning multiple RFPs.

E-Commerce Business

Objective

The client’s goal was to pass an online sales tax policy that treats marketplace facilitators fairly.

Strategy

Our team engaged in stakeholder meetings with legislative leaders to educate them on the importance of fair policy for marketplace facilitators, which would encourage statewide economic growth.

Result

Our team worked with lawmakers on both sides of the aisle successfully passing the online sales tax legislation without onerous provisions that would have negatively affected the client.
