Kevin is an experienced public policy and communications strategist with in-depth knowledge of the state budget and legislative process of the Colorado General Assembly. Kevin provides clients expert insight and counsel acquired through more than 15 years working in key roles in the state capitol where he was responsible for leading teams within the Colorado Department of Human Services and as a chief policy analyst for one of the legislature’s most consequential committees.
Kevin has earned a reputation as an effective tactician who engineers complex legislative challenges into winning opportunities. Clients benefit from his trusted network of lawmakers from communities across the state.
Prior to joining Husch Blackwell Strategies in Denver, Kevin served as the Chief Policy and Communications Officer for the Colorado Department of Human Services (CDHS). In that role, Kevin was responsible for providing strategic and operational direction for the agency’s legislative, regulatory and communications agendas. Kevin developed and deployed strategies to increase the visibility and influence of the Department while guiding sensitive policy, programmatic, and budget issues that were top priority for the Department and the Governor’s office. Additionally, Kevin served as one of the Department’s executive directors and as the agency’s representative on the Governor’s Cabinet.
Kevin also served in essential roles in the legislature including tenure as Chief Legislative Analyst for the Joint Budget Committee and Reading and Docket Clerk for the Colorado House. He began his career in Washington, D.C. as a policy analyst for the National Association of Counties and as an account manager for ESRI, Inc.
Kevin earned a bachelor’s in geography from Penn State University and a master’s in public administration from the University of Colorado.
