With more than thirty years in Washington Lynn has earned a bipartisan reputation as an effective advocate in a number of federal policy areas. She advises local governments and businesses in developing technology transfer projects to aid local economic development and assists local governments in obtaining federal funding for their priorities. She has successfully advocated for federal funding for clean transportation and goods movement. 

Lynn specializes in identifying federal policy and funding opportunities within the congressional appropriations process.  Clients benefit from her in-depth knowledge of the legislative process – from drafting of legislative provisions, to development of strategy, to secure enactment, and to impacting the regulatory process for implementation.  As managing partner and principal of the law and government relations firm she helped found, CJ Lake LLC, Lynn coordinated advocacy efforts for the last five surface transportation and energy bills on behalf of firm clients. 

Lynn also has a unique expertise in immigration law and policy and has been engaged for over 20 years in developing provisions for inclusion in immigration legislation focused on workforce development on behalf of national coalitions. 

Lynn is a member of the District of Columbia Bar.  She earned her bachelor’s from L’Université d’Aix-Marseilles and Northern Illinois University and holds a JD from the University of Notre Dame School of Law.
