As Executive Vice President, State Government Affairs, Rochelle Mallett manages the firm’s network of state lobbying offices in Arizona, Colorado, Kansas, Maryland, Missouri, Nebraska, Oklahoma, Texas, and Wisconsin.

HBS clients from across the nation benefit from Rochelle’s distinctive ability to coordinate and fine-tune legislative and public strategies that are targeted to specific client needs. She achieves significant outcomes through her careful approach and attention to detail and the trust developed among an extensive network of public policy and community leaders. Ultimately establishing trusted relationships on behalf of HBS clients.

Prior to joining the HBS team, Rochelle served as a lobbyist for O’Hara Lindsay Government Relations in Lincoln, Nebraska. Her work there provided client solutions across a number of industries, including: telecommunications companies, infrastructure interests, utilities, large manufacturers, health insurance providers, political subdivisions and small business associations.

Rochelle’s competence in guiding clients through the complexities of the legislative process, coupled with her capacity to engage with legislators, has demonstrated her ability to effectively advocate for her clients. It was as a legislative aide to Senator Deb Fischer (R-NE) that Rochelle built her expertise of the legislative process. While serving for Sen. Fischer, Rochelle worked on the legislative team to pass Sen. Fischer’s landmark transportation funding (LB84) and led Sen. Fischer’s legislative agenda to reduce and eliminate occupation taxes placed on telecommunications customers.

Rochelle’s dynamic leadership delivers added-value for the HBS team and clients, as does her ability to forge natural connections between elected officials, candidates, and clients.

Rochelle is a graduate of the University of Wisconsin-Madison, where she earned a Master of Public Affairs degree from the La Follette School of Public Affairs.
